  x11-toolkits/gtksourceview5: update to 5.18.0 (#907)

Updates GtkSourceView 5 to 5.18.0.

- Adds the graphene and Vulkan loader dependencies required by the new
release.
- Updates the installed API files and declares icon installation.
- Removes NO_TEST: the complete upstream Meson test suite now passes.

Validation:
- bmake test (26/26 passed)
- bmake fake package
- bmake check-license
- portlint -C . (0 fatal errors; NLS/style advisories only)
- git diff --check origin/master...HEAD
