  x11/xdg-user-dirs-gtk: update to 0.16 (#916)

Updates xdg-user-dirs-gtk from 0.14 to 0.16.

The upstream Meson metadata declares GPL-2.0-or-later, confirming the
existing `gpl2+` license. Add the systemd user service installed by 0.16
to pkg-plist.
