  devel/meson: update to 1.10.2 (#956)

Updates Meson to 1.10.2 and refreshes MidnightBSD compatibility patches
for the upstream envconfig and pkgconfig refactors. Apache-2.0 remains
confirmed by COPYING.\n\nValidation (py312 flavor; no host package
installation):\n- bmake makesum\n- bmake patch\n- bmake FLAVOR=py312\n-
bmake FLAVOR=py312 fake\n- bmake FLAVOR=py312 package\n- bmake
FLAVOR=py312 test\n- bmake FLAVOR=py312 check-license\n- direct Meson
native configure, Ninja build, and executable smoke test\n- portlint -C
(0 fatal; existing warnings)\n- git diff --check\n\nThe upstream suite
is not wired to the current port test target; its optional
py-fastjsonschema dependency is not installed, and was intentionally not
installed on the host.

Update the Meson port to 1.10.2 while preserving MidnightBSD
compatibility.

Enhancements:
- Update the Meson port to version 1.10.2 and refresh MidnightBSD
compatibility patches for upstream environment and pkg-config changes.
