  x11-themes/adwaita-icon-theme: update to 47.0 (#964)

Updates Adwaita Icon Theme to 47.0, adds the required legacy icon-theme
runtime dependency, and preserves MidnightBSD pkg-config installation
layout.\n\nValidated: `bmake makesum`, `bmake patch`, `bmake fake`,
`bmake -DNO_DEPENDS package`, `bmake test`, `bmake check-license`,
`portlint -C`, and `git diff --check`.\n\nThe ordinary package command
also created the package successfully, but reports the legacy port path
absent from this isolated worktree; the dependency is installed and will
resolve normally in the full tree.

## Summary by Sourcery

Update the Adwaita icon theme port to the 47.0 release and align its
packaging with the new upstream build and legacy icon requirements.

Enhancements:
- Update Adwaita Icon Theme to version 47.0 using the modern Meson-based
build configuration.
- Preserve the MidnightBSD pkg-config installation layout and refresh
the packaged icon contents for the new upstream release.

Build:
- Add the legacy Adwaita icon theme as a runtime dependency.
