  devel/libspice-server: update to 0.16.0 (#999)

Updates libspice-server from 0.15.2 to 0.16.0.

- Removes stale PORTREVISION and re-enables upstream tests.
- Updates the staged library micro-version to libspice-server.so.1.15.0;
the SONAME remains .so.1.
- Retains MidnightBSD-specific smartcard configuration.

Validated: bmake makesum, patch, build, fake, clean package, test
(25/25), check-license, portlint -C (0 fatal), and git diff --check.

## Summary by Sourcery

Update the libspice-server port to 0.16.0 and restore upstream test
coverage.

Enhancements:
- Update libspice-server to the 0.16.0 release and refresh its packaged
library version.
- Re-enable the upstream test suite for the port.

Tests:
- Enable and run the upstream test suite for libspice-server.

Chores:
- Remove the obsolete PORTREVISION setting while retaining the port's
existing platform-specific configuration.
