  devel/dconf-editor: update to 45.0.1 (#996)

Update dconf-editor from 3.38.3 to 45.0.1.

- add the libhandy, dconf, and dbus dependencies required by the current
release
- update installed icons and translations
- correct the upstream license metadata to GPLv3-or-later
- remove the stale PORTREVISION
