  devel/bats-core: add 1.13.0 (#1066)

Adds Bats 1.13.0, a Bash TAP test framework.

This is required to run the upstream tests for
deskutils/xdg-terminal-exec.

Source: local /usr/ports/devel/bats-core. MidnightBSD adaptation retains
mport fake staging and the MIT license, with MAINTAINER set to
ports at MidnightBSD.org.

Validation: bmake makesum, patch, build, fake, package, test,
check-license, staged bats --version smoke test, portlint -C, and git
diff --check.

Add Bats 1.13.0 to provide a Bash TAP testing framework for upstream
port tests.
