  x11/py-python-xapp: update to 3.0.2 (#1037)

Updates x11/py-python-xapp from 2.0.2 to 3.0.2 and removes the obsolete
PORTREVISION. Migrates the port from distutils to its upstream Meson
build, adds optional NLS catalogs, and records the Meson-installed
Python modules in pkg-plist.\n\nUpstream COPYING remains GNU Library GPL
v2; MidnightBSD `LICENSE=lgpl` is unchanged.\n\nValidated: bmake
makesum, patch, build, fake, package, test, check-license, portlint, and
git diff --check. The upstream defines no tests.\n\nThe isolated
worktree retains generated package artifacts, so portlint -C reports
those as extra untracked files; source-only portlint passes.

Update the python-xapp port to 3.0.2 using its Meson build system and
package its generated Python modules and optional translations.

- Add optional NLS support for translated message catalogs.
