  audio/pulseaudio-qt: update to 1.8.1 (#1093)

Updates PulseAudio Qt to 1.8.1.

- Refreshes the KDE release source metadata.
- Adds USE_LDCONFIG for the installed shared library.
- Validated makesum, patch, build, fake, package, test, check-license,
and git diff --check. Clean portlint has no source fatal; the only fatal
is the retained generated local package archive.

- Update the PulseAudio Qt port to version 1.8.1 and enable runtime
linker cache updates for its shared library.
