  x11-fm/thunar: update to 4.20.9 (#1110)

Updates Thunar to 4.20.9, adds its staged Lao translation, and enables
the mports icon-cache hooks for the port-owned Freedesktop icons.

Validation: `bmake makesum patch build fake package test check-license`,
clean `portlint -C` (0 fatals), and `git diff --check`.

## Summary by Sourcery

Update Thunar to 4.20.9 and integrate its translations and icon-cache
support.

- Add the staged Lao translation to the Thunar package.
- Enable installation and maintenance of Freedesktop icon caches for
