  textproc/ibus: update to 1.5.34 (#1108)

Updates IBus to 1.5.34 and aligns the plist with the staged Python
bytecode and installed locales.

Validation: `bmake makesum patch package test check-license`, `portlint
-C` (0 fatals), and `git diff --check`.

The existing `NO_TEST` policy is retained. Direct upstream test
investigation under Xvfb, dbus, and a private XDG runtime still leaves
MidnightBSD-specific uinput and test-harness failures; this update does
not reduce prior test coverage.

## Summary by Sourcery

Update the IBus port to 1.5.34 while keeping packaging metadata and test
policy consistent with the new release.

Enhancements:
- Update the IBus port to version 1.5.34 and align packaging with its
staged Python bytecode and installed locale files.

Tests:
- Retain the existing disabled-test policy because upstream tests
continue to fail with MidnightBSD-specific input and harness issues.
