  x11-themes/yaru-icon-theme: update to 25.10.3 (#1118)

Updates Yaru Icon Theme to 25.10.3 and refreshes the installed icon
manifest. Removes an obsolete symlink-generation patch, adds the
upstream Bash generator to shebang fixes, enables the verified Meson
tests, and declares the GTK icon-cache integration used by the package
hooks.

Validation:
- bmake makesum, patch, build, fake, package
- bmake test (3/3 passed)
- bmake check-license
- portlint -C (0 fatals)
- git diff --check
