  emulators/snes9x-gtk: update to 1.63 (#1119)

Updates snes9x-gtk from 1.62.3 to 1.63 and refreshes the pinned
SPIRV-Cross, Vulkan-Headers, and glslang sources. Retains upstream
bff02194a797b44f7d0082c4594a2c8c0381bb1b for the 32-bit Vulkan
handle-cast fix.

Validation:
- bmake makesum
- bmake patch
- bmake build, fake, package, test, check-license
- portlint -C (0 fatal errors; existing metadata warnings only)
- git diff --check

Update the Snes9x GTK emulator and its graphics dependencies while
preserving 32-bit Vulkan compatibility and improving icon installation.

- Retain the upstream fix for 32-bit Vulkan handle casting.
