  graphics/libwmf: update to 0.2.15 (#1128)

Updates libwmf to 0.2.15.

- Removes the upstreamed FreeType configuration patch.
- Regenerates the missing configuration header during autoreconf.
- Refreshes installed library micro-version filenames while preserving
the existing gdk-pixbuf loader payload.

Validated: makesum, patch, build, fake, package, test target,
check-license, portlint -C, and git diff --check.

Update the libwmf graphics library to 0.2.15 and align its packaging
with the upstream release.

Enhancements:
- Update libwmf to version 0.2.15 and refresh its installed library
filenames while preserving the existing gdk-pixbuf loader payload.
