  deskutils/gnome-clocks: update to 50.0 (#1190)

Updates GNOME Clocks from 47.0 to 50.0.

The 50.0 source declares GPL-2.0-or-later; LICENSE is corrected to gpl2+
with approval. Adds the source-required oggenc build tool, updates
gnome-desktop to version 4, and refreshes the installed help, locales,
and alarm sounds.

Validated: bmake makesum, patch, build, fake, package, test (3/3),
check-license, and git diff --check. portlint reports only existing
advisory warnings plus the retained generated work directory.

its packaging metadata and installed resources.
