  lang/cython: update to 3.3.0

Upstream release 2026-08-22. Builds, stages and packages cleanly for
py312; x11-fonts/py-compreffor rebuilds against it without changes.

devel/py-lxml still declares Cython>=3.2.9,<3.3 in its upstream
pyproject.toml and so will not build against 3.3.0 as-is, although
lxml 6.1.3 cythonizes, compiles and passes its full suite (2019 tests)
with 3.3.0 when that metadata pin is relaxed.
