  x11-toolkits/vte3: update to 0.84.1 (#1282)

Updates VTE3 to 0.84.1.

Validation:

- bmake package
- bmake test (19/19)
- bmake check-license
- git diff --check

Both GTK3 and GTK4 libraries retain SONAME .so.0, so no dependent
revision bumps are required. PORTREVISION remains explicitly 0.
