  deskutils/gnome-maps: update to 51.0 (#1286)

Updates GNOME Maps to 51.0.

- Require Blueprint compiler 0.19 or newer, matching upstream
- Refresh staged icon and locale entries

Validated: bmake makesum, patch, build, fake, package, test (16/16),
check-license, portlint -C (artifact-only fatal), and git diff --check.
