  x11/gnome-desktop: update to 51.0 (#1295)

Updates GNOME Desktop to 51.0, resets PORTREVISION to 0, corrects the
source-declared GPL-2.0-or-later and LGPL-2.1-or-later metadata, and
refreshes the plist for the new QR libraries and removed GNOME RR
library.\n\nValidation: bmake makesum, patch, build, fake, package, test
(6/6), check-license, and git diff --check.\n\nABI: libgnome-desktop-3
changes from SONAME .20 to .21; direct gnomedesktop3 consumer rebuild
PRs will follow.
