  deskutils/gnome-characters: bump for gnome-desktop ABI (#1296)

Bumps PORTREVISION for the pending libgnome-desktop-3 SONAME change from
.20 to .21 in #1295. Validation: bmake -V PORTREVISION, portlint -C, git
diff --check.
