  deskutils/libportal: update to 0.10.0 (#1331)

Update libportal and all slave backend packages to 0.10.0.

- Remove the upstreamed Qt compatibility patch.
- Update the base plist for clipboard.h and removal of glib-backports.h.
- Enable the upstream pytest suite with explicit test dependencies.
- Reset inherited GTK backend revisions to the new release default.

Validation:
- bmake makesum, patch, build, fake, package, test, check-license
- Base pytest suite: 81/81
- GTK3, GTK4, Qt5, and Qt6 slave packages build/package successfully
- Qt5 and Qt6 unit tests pass
- portlint -C (0 fatal) and git diff --check
