  devel/devhelp: update to 43.0 (#1364)

Update Devhelp from 41.2 to 43.0. Reset PORTREVISION, use the current
GNOME source path, remove the obsolete Meson patch (upstreamed), and
enable icon cache handling.\n\nValidation: bmake makesum, patch, build,
fake, package, test (6/6), check-license, and git diff --check.

configuration with current GNOME conventions.
