  accessibility/orca: update to 51.0 (#1466)

Update Orca to 51.0 and refresh the generated plist for the current
Python modules and bundled MathCAT rules. Correct LGPL metadata to
lgpl2.1+ and track the 51.x release line.\n\nValidation: makesum, patch,
build, fake, package, check-license, and git diff --check passed. Direct
Meson tests pass 81/81 with the staged dasbus/AT-SPI Python paths; the
framework-sanitized test environment omitted staged dasbus and reported
13 import-only failures.

Update the Orca screen reader port to version 51.0 and synchronize its
package metadata with the new release.

Enhancements:
- Update Orca to the 51.0 release and refresh its packaged file list for
the current Python modules and MathCAT rules.
- Correct the package license metadata and track the 51.x release
series.
