  devel/dconf: update to 51.0 (#1475)

Update dconf from 0.49.0 to 51.0 and refresh distinfo.

Validation: bmake makesum, patch, -DNO_DEPENDS build, fake, package,
test target, check-license, and git diff --check. The existing NO_TEST
policy is retained. The package staged tree matches pkg-plist; libdconf
SONAME remains .so.1.

Portlint reports only existing warnings plus generated work/.mport
artifact fatals; those artifacts were not removed without explicit
cleanup authorization.

## Summary by Sourcery

Update the dconf port to the 51.0 release and refresh its distribution
metadata.

Enhancements:
- Update the dconf port to version 51.0 while retaining its existing
packaging configuration.

Chores:
- Refresh the port distinfo for the new dconf release.
