  editors/gnome-latex: update to 3.46.0 (#1477)

Update gnome-latex to 3.46.0. Reset PORTREVISION, correct the
GPLv3-or-later metadata, remove compatibility patches already upstream,
and retain the libgedit-tepl configure compatibility
rewrite.\n\nValidation: bmake makesum, patch, build, fake, package,
test, check-license, and git diff --check.
