  news/inn: update to 2.7.4 (#1499)

Updates INN to 2.7.4 with current service, sample, and library
packaging.

## Summary by Sourcery

Update the INN port to 2.7.4 with current service integration, optional
features, and complete sample and library packaging.

New Features:
- Add nnrpd service integration and package current INN configuration,
database, filter, sample, and library files for version 2.7.4.
- Add optional Cancel-Lock support and update blocklistd, SQLite,
Berkeley DB, Kerberos, and related packaging options.

Bug Fixes:
- Update the port from INN 2.7.2 to 2.7.4 and refresh its distfile
checksums.

Enhancements:
- Modernize configuration, option handling, installation layout, version
metadata, and file stripping for the updated INN release.
- Update service and package-install handling for the revised runtime
and sample-file layout.
