  www/rubygem-railties80: fix fake-qa dependencies

Magus does not install RUN_DEPENDS before the fake stage, so the gemdeps
QA check could not find any of the declared gems and reported every
dependency as unsatisfied. Add BUILD_DEPENDS=${RUN_DEPENDS} so the gems
are present at fake time, matching www/rubygem-actioncable80 and most
other rubygem ports.
