[Midnightbsd-users] file and tcsh

I've updated file and tcsh in 0.4-CURRENT.  While looking at other contrib software, i've noticed many of the GNU utilities are now under GPLv3.  If we upgrade, it would mean distributing software under this newer license.  So far, I've tried to avoid this, but it might be time to have the discussion.

Thoughts?
