This was garbage (not set to utf-8).  Fix that and an image path

Add developer blog links.

Add $MidnightBSD$ to headers as a comment.

Add german language links.

Add some missing text in English until we can get a translation.

Add community, developer and support directories and related files.  This will sync some of the structure with the regular english website.  The pages still need translation.
