  rubygem-rake: install versioned rake32 symlink; rubygem-llhttp-ffi: add BUILD_DEPENDS

rubygem-llhttp-ffi's native extension build fails because rake is only a
RUN_DEPENDS, leaving Gem::Ext::RakeBuilder unable to find rake via
Gem.bin_path — falling back to rake32 which doesn't exist.  Add
BUILD_DEPENDS for rubygem-rake and rubygem-ffi-compiler so rake is
available at build time.

Also fix rubygem-rake to install a rake${RUBY_SUFFIX} (rake32) symlink,
matching Gem.default_exec_format so the fallback path works system-wide.
