  www/rubygem-faraday-retry-gitlab: add BUILD_DEPENDS for rubygem-faraday-gitlab

The fake-qa gemdeps check runs gem list -e "faraday" to verify the
gemspec's faraday ~> 2.0 dependency.  Since rubygem-faraday-gitlab
(which installs the faraday gem) was only in RUN_DEPENDS, it was not
installed in the build environment during QA, causing the check to fail.
