  security/ipfilter2dshield: Modernize and fix port

- Add shebangfix to USES and define SHEBANG_FILES to ensure the perl script
  shebang is correctly updated.
- Use SUB_FILES for pkg-message and move it to files/pkg-message.in.
- Use INSTALL_SCRIPT for installing the executable script.
- Add @dir to pkg-plist for proper directory management.
- Remove manual pre-install sed and unused PKGDEINSTALL.
- Bump PORTREVISION.
