  databases/rubygem-activemodel70: fix QA dependency check

Add activesupport70 as a build dependency via RUN_DEPENDS so the RubyGem dependency is installed before fake-qa checks the staged gemspec. Relax the mport dependency expression to the lower bound because the combined >=...<... expression is not matched after install, while gemdeps still verifies the exact upstream activesupport = 7.0.10 requirement.
