  devel/ocaml-ocamlbuild: add USE_OCAML=yes to fix missing ocamlc dependency

The ocaml.mk extension only injects BUILD_DEPENDS on lang/ocaml when
USE_OCAML is defined. Without it, ocamlc is not found at build time.
