  devel/llvm19: use serial jobs on i386

The i386 Magus build was killed with code 137 while multiple llvm-tblgen AMDGPU jobs were running. Match the existing llvm18 i386 workaround and force MAKE_JOBS_UNSAFE so the build runs serially on i386.
