  misc/codex: update to 0.131.0; devel/autoconf: require newer texinfo (#567)

## Summary
- **misc/codex**: bump to 0.131.0; drop `env-flags-0.1.1`, add
`serde_ignored-0.1.14`, refresh `post-patch` shebang fixup list against
new test sources. Mirrors crate/distinfo changes from FreeBSD ports.
- **devel/autoconf**: require texinfo 7.1 for the INFO option so older
installed `makeinfo` binaries do not satisfy the dep and fail the info
build (autoconf 2.73 invokes `makeinfo -c`).

## Test plan
- [ ] `bmake package` for `misc/codex` (V8 + cargo build in progress)
- [ ] `bmake package` for `devel/autoconf` with INFO option enabled
