  misc/codex: update to 0.131.0

Drop env-flags crate, pull in serde_ignored-0.1.14, and rebase the
post-patch shebang fixup list against new test sources. Mirrors the
crate and distinfo changes from FreeBSD ports.

  devel/autoconf: require newer texinfo for info docs

Autoconf 2.73 invokes makeinfo with -c while building the info documentation. Require texinfo 7.1 for the INFO option so older installed makeinfo binaries do not satisfy the dependency and fail during build.
