  www/rubygem-redis-rack: add BUILD_DEPENDS and fix STAGEDIR path

Add BUILD_DEPENDS= \${RUN_DEPENDS} so rack-session and redis-store gems
are installed on the builder when fake-qa runs its gemdeps check.

Fix STAGEDIR path doubling in post-install: use \${PREFIX} directly
instead of \${STAGEDIR}\${PREFIX}.
