  databases/firebird40-server: stage help.fdb under FAKE_DESTDIR

help.fdb was installed directly to /var/db/firebird/help (the real
LOCALSTATEDIR path) during fake install, so the plist check could not
find it in the staging directory.  Prepend FAKE_DESTDIR to LOCALSTATEDIR
for the mkdir and install of help.fdb; FAKE_DESTDIR is empty on real
installs so behaviour is unchanged there.
