  print/cups-pk-helper: Switch to meson and update pkg-plist

cups-pk-helper 0.2.7 uses meson instead of autotools. Update USES to
include meson and gnome, and drop obsolete GNU_CONFIGURE, CPPFLAGS, LIBS,
and INSTALL_TARGET variables. Also update pkg-plist to sync with 0.2.7 files.
