  print/cups-pk-helper: Switch to meson and update pkg-plist (#602)

Switch print/cups-pk-helper to meson build system and update pkg-plist
to match version 0.2.7.

Fixes Magus build 2188387.

Switch print/cups-pk-helper to the Meson build system and adjust
packaging for the existing 0.2.7 release.

Build:
- Migrate the port from GNU configure/gmake to the Meson-based build
framework and update USES accordingly.
