  devel/rubygem-request_store: add build dependency

Magus run 641 failed fake-qa because the staged gemspec requires rack, but rack was only declared as a runtime dependency and was not available to the RubyGem dependency check during fake.

Mirror RUN_DEPENDS into BUILD_DEPENDS so fake-qa sees rack while preserving the existing runtime dependency.
