  mail/mailutils: update to 3.21

Remove both MidnightBSD-only patches; upstream absorbed them.
patch-configure added midnightbsd* to libtool's lt_cv_sys_max_cmd_len
case, which 3.21's regenerated configure already has, and
patch-libmailutils-base-hostname.c added a sys/socket.h include that
3.21 already carries.

Drop two post-patch reinplaces that are now no-ops: need_charset_alias
no longer appears in lib/gnu/Makefile.in, and configure already
appends -llber to MU_AUTHLIBS itself.

The shared library version is unchanged at 9.0.0, so no dependent
PORTREVISION bumps are needed.

Built and packaged on amd64.
