  dns/powerdns: update to 5.1.4 (#879)

Updates PowerDNS Authoritative Server to 5.1.4 and migrates the port to
Meson.

Validation: bmake package, portlint -C, git diff --check.

Update the PowerDNS port to 5.1.4 and migrate its build configuration to
Meson.

Enhancements:
- Update PowerDNS Authoritative Server to version 5.1.4 and migrate the
port from Autotools to Meson.
- Refresh build options and backend configuration for the new PowerDNS
release, including GnuTLS support and updated Lua behavior.

Build:
- Adopt Meson and C++17 for building PowerDNS, adding Python build
dependencies and updated installation paths.
