  ports-mgmt/packagekit: update to 1.3.6 (#1047)

Updates PackageKit to 1.3.6 while retaining MidnightBSD’s dummy backend;
no FreeBSD libpkg backend or UCL packaging was imported.

- adds the upstream-required jansson library and preserves pkcon/pkmon
- replaces upstream DocBook URLs with the installed local catalog paths
- removes the obsolete NO_TEST; test configuration passes 3 tests with 1
expected skip for upstream hard-coded /usr/share policy paths

Validated: makesum, patch, build, fake, package, test, check-license,
and diff check. portlint -C reports only existing style warnings plus a
generated local .mport artifact retained in the worktree.
