  irc/polari: update to 46.0 (#1004)

Update Polari to 46.0.

Refreshes the GTK/GJS and Tracker-to-TinySPARQL dependency transition,
removes an upstreamed compatibility patch, and updates the installed
translations, help, icon-license, and metadata files. GPLv2-or-later is
declared from the upstream SPDX headers.

Validated: makesum, patch, build, fake, package, test (5/5),
check-license, portlint -C (0 fatals; 4 advisories), and git diff
--check.

Update the Polari port to the GNOME 46.0 release and align its
dependencies, metadata, and packaged files with upstream.

Enhancements:
- Update the Polari IRC client port to version 46.0 with current GNOME
dependencies, including GJS and TinySPARQL.
