  devel/appstream: update to 1.1.2 (#1015)

Updates AppStream to 1.1.2.

- removes PORTREVISION for the versioned release update
- adds the required bash-completion build dependency and installed
completion entry
- updates the staged library filename and locale manifest
- retains MidnightBSD path patches and the existing NO_TEST policy

Validated: bmake makesum, patch, build, fake, package, test (NO_TEST),
check-license, portlint -C (0 fatal errors), and git diff --check.

The upstream test suite was also evaluated after temporarily enabling
it: 7/8 tests passed; YAML round-trip failed only because the installed
YAML library serializes long XML differently from the test fixture.
NO_TEST was therefore retained rather than weakening the test selection.

Update the AppStream ports to release 1.1.2 with refreshed packaging
metadata and shell-completion support.
