  x11-wm/fvwm2: update to 2.7.0 (#1135)

Updates FVWM to 2.7.0 and removes the release-specific PORTREVISION. The
new upstream default-config install logic supersedes the old local
symlink patch. Updates the plist for removed command helpers and the
staged locale directory.

MidnightBSD fake-install paths are retained; no UCL scripts were
imported.

Validation passed: bmake makesum, patch, build, fake, package, test,
check-license, portlint -C, and git diff --check.

Update the FVWM port to version 2.7.0 and align its packaging metadata
with the new upstream release.

- Update FVWM to the 2.7.0 release and remove the release-specific port
revision.
- Adopt upstream default-configuration installation behavior and refresh
