  deskutils/gnome-shell-extension-lockkeys: add 71 (#1221)

Adds the Lockkeys GNOME Shell extension.

The source LICENSE is GPLv2. The install recipe uses mport fake-safe
paths and retains the upstream package message.

Validated: bmake makesum, patch, fake, package, test, check-license;
portlint -C (0 fatal); git diff --check.
