  audio/gnome-metronome: add 1.3.0 (#1222)

Add GNOME Metronome 1.3.0.

The source is GPL-3.0-or-later. A small Meson patch makes the Cargo copy
step account for mport’s FreeBSD target triple.

Validated: bmake makesum, patch, build, fake, package, test (3/3),
check-license, portlint -C (0 fatal), and git diff --check.
